Planned cost is not changing on workplan when a costlier resource was hardbooked by Staffing Manager

We use Bottom Up methodology where we first plan the roles (associated to HR Jobs) on the workplan. We go to resource usage and then create team roles and submit to the staffing Manager. Lets us say, we planned a role of Junior Engineer with cost rate of 50 on the workplan but the staffing manager could only hardbook a Senior Engineer with a name ''Vamsi" with cost rate of 75.

The Resource Name ''Vamsi'' is now displaying in the workplan automatically which is good but the cost rate, ETC cost and plan cost are still showing to 50. We tried to refresh cost rates and hit on calculate button etc but it did not change the values at all. However when i tried to increase the number of hours and put back the same number of hours and then hit on Save Button then it was reflecting the new rate of 75.
