Spatial feature Usage

Hi - We have Oracle Standard 12c installed. When checking the spatial feature usage in table MDSYS.SDO_FEATURE_USAGE it indicates we are using Spatial and Graph features including union intersection, buffer, index and relate. I have reviewed the Spatial and Graph documentation and Appendix B indicates these are now part of Oracle Locator unlike in 11g when they were not. Can anybody shed some light on this? I would hate to think we are using SPatial and Grapgh features even though it is not installed.
