What does the order value signifies for hierarchy

I have doubt regarding the order of hierarchies in RPAS.

For example:

Hierarchy: Order

CLND: 999

PROD: 1001

LOC: 1002

ADMU: 1003

LNGS: 1004

I understand that CLND is the innermost hierarchy which is signified by lower order number  for it but what exactly is the significance of this 999 and why not any other value and how does RPAS use these values?

Another question is regarding the purge age for the calendar hierarchy. If purge age of calendar hier is 0 then does that mean if we don't supply calendar hierarchy with each loadHier it will get purged with +1 run along with entire measure data set referring to the clnd hierarchy?
