Question about Process to obtain the SI and establish the first CUA.

Hi!

I have a question about Slide # 21 in Study Guide for MOS Accreditation Level 1.

I don't understand Step 2 & 3.

Step 2. "Technical contact is sent an email welcome pack with the new support identifier."

Step 3. "Technical contact signs into My Oracle Support and request access to the Support Identifier."

Who is "Technical Contact"?. Could you please explain better this part because I understand with slides that, First Customer purchase Support of certain product, Second Technical Contact I think is Oracle Support who register a new customer and relation SI with products purchased, but when I read Step 3 I don't understand very well so Who is "Technical Contact".
