why should not accept the transaction type as "Rework" in RCVTVP Concurrent reqeuest ?

i had try to do implement the rework collection plan in qualtity module. while on that tie, when i have pass the following inspection paramaeter as "Rework" in inspection result field. after that the transaction were commited but Receiving transaction processor end with Error stage.
