Cannot display translation toolbar button after importing catalog.xlf once

Hi All,

I exported Catalog translation (catalog.xlf) of a bi publisher template, translated, and imported back to my BI Publisher report (Fusion Cloud Applications).

After importing translation file once, the menu bar changed - export button is grayed out, translation button is not displayed.

How can I revert to the original menu bar?

Current toolbar is as follows. export button is grayed out, and translation button is not displayed.
