Can I set up a consolidation site for an RMA

I have the need to have a consolidation point for my RMA's.  Example flow:  Customer A, B, C Returns to Site 1 where the returns are consolidated to be shipped to final Site 2 for inspection/return disposition.   Does Oracle seeded functionality allow this type of set up without closing the RMA until it reaches Site 2?
