Cycle count entry with zero quantity

Hello,

Need help to understanding Cycle count entry with zero quantity issue 

In oracle, we have checked item 5304450 associated with LPN number D1690320 & manually cycle count entry created on 14-Sep-2016 15:52:03, before performing cycle count transaction we can see the “Move Order Transfer” transaction perform to move the on hand stock from Subinventory “STCP” to INTERSTG on “25-OCT-2016 08:18:24” hence we can see the cycle count task with zero quantity in oracle

Is there any way to inactivate or clear the open cycle count task as user move the on hand stock by “Move Order Transfer?”
