Error while compiling SOA composite

Hi I am calling a external webservice in my SOA composite. Everything fine when I am compiling and deploying the composite. The problem i am finding is when the external webservice is down or not responsive, the composite is not getting compiled.

What is the best way to compile and deploy the project even the external webservice is down?
