Security Automation, bug 23017442/CS9.2.002

My target instance is current as of CS9.2.002/PT8.55.05.  I am applying a catch-up CP to bring the target current as of CS9.2.003, and I'm seeing a manual step to install the Security Tool.  I searched MOS, and found doc 2120696.1 (Security Automation for PeopleSoft PUM-enabled Applications) which indicates (1) the tool was delivered by bug 23017442 in CS9.2.002, and (2) this step will show up in the change package if security deployment tool is not installed.

I confirmed that 23017442 was included and applied as part of the catch-up CP using CS9.2.002.  So if bug 23017442 has already been applied, why does CA still think we have not applied the security tool?
