ORA-12705: Cannot access NLS data files or invalid environment specified

Hello-

While implementing Lightweight MLS(using MOS Doc# 1077709.1) in our EBS R12.2.4 for two languages "FRENCH and SIMPLIFIED CHINESE", after activating the languages in License Manager screen, the second step "ADADMIN => Maintain Application Database Entities => Maintain Multi-lingual Tables" fails with the following messages:

ATTENTION: All workers either have failed or are waiting:

           FAILED: file FANLINS.sql  on worker  1.

           FAILED: file PAYNLINS.sql on worker  2.

           FAILED: file RGNLINS.sql  on worker  3.

           FAILED: file ALRNLINS.sql on worker  4.

           FAILED: file GLNLINS.sql  on worker  5.

           FAILED: file ADNLINS.sql  on worker  6.

ATTENTION: Please fix the above failed worker(s) so the manager can continue.
