Two local IPS respositories; one gets a package, the other doesn't.

Hello.

I have two internal IPS respositories (I'm transitioning from one to the other soon).  They both update at the same time during the evening.  At 0030 Pacific time, 16 Nov 2016, one of the repositories "retrieved and evaluated" 21136 packages and the other one 21137 packages.  The one which 'retrieved and evaluated' 21137 packages also downloaded ("republished") the following:

Republish: pkg:/system/data/timezone@2016.9,5.11-5.11:20161114T234643Z ...  Done

I checked and verified that the 21136 package repo did not already have this package and that it did not even attempt to download this package.

The command I use (on both hosts) to update my repositories is as follows:
