Performance issue with FND_GLOBAL and result_cache_max_size after 12.2.4 upgrade

We have upgrade our production environment from 12.1.3 to 12.2.4 version is last weekend. The upgrade was fine and we were able to access the environment whereas as soon as the user load is increasing on the production environment. We see Latch Free event in the database top 10 event and during this time no user is able to login into the system. As per the Oracle note id's I have tried disabling result_cache_max_size parameter but it didn't work. We can see result cache is being used heavily and not able to identify the root cause.
