How do a create a layout template for PDF files?

Within the CKEditor, I have the button to LINK TO ASSET.  I want to create links to PDF assets as well as images (infographics)

When I click the button, I have to select a layout template.  I do not know what needs to go into the template to open the PDF (or image).  I created an empty template file, but it only gives me an empty page
