MySQL Enterprise Backup doesn't create correct file permissions during restore causing error

I am creating a TTS backup using MEB 3.12.2 on a Windows server.  I've been using this method for over a year and have not had any problems.

Now I need to create a backup from Windows and restore to a Linux server.  When I run the mysqlbackup with the copy-back command, it fails to create the folder in the data drive.  If I use any MySQL editor to create empty database and then run the copy-back command it will start creating tables in the new database.  Once the tables are created, it will then copy all the .ibd files.  Then when it starts importing the tablespace, it throws an error and aborts.  The error is:
