New Linux 7.3 doesn't allow to make weak paswords (like oracle/oracle)

We used Oracle Linux 7 for some test environments and expirements. So we doesn't need for strong passwords. I created next test machine on fresh Linux 7.3 and I found I can't create oracle/oracle as usual . How to change system settings in new Oracle Linux 7.3 to lower password complexity requirements?
