PTO Accrual to start at the Beginning of the Month

Hello Experts

I have a requirement to accrue vacation. I have based my FF on PTO_SIMPLE_MULTIPLIER and the accrued days calculates correctly at the end of the month using the subformula. The issue is, when I was demonstrating this solution to the end user, they said that the accrued hours need to start accruing at the start of the month e.g. 01-JAN = 10 hrs, 01-FEB = 20 hrs. I'm lost on how to get about doing this. Any ideas?
