Shipment number is not getting created at the order entry

Shipment number is not getting created though the required set up is present in system. (JDE 8.12)

Following set up is present:-

1. UDC 49/SD is set with order type/line type

2. SY49 data item is activated in P99410.

2. Transportation constant is against for branch plant as planning depot.

Let us know if any set up is missed here.
