PO remains in 'Incomplete' status for iProc requisitions though 'AUTO_APPROVE_DOC' is Y

I really need your help. Here is the situation:

We are on R12.1.3. We want that requisitions created through iProcurement should automatically be converted into Purchase Orders and the POs should be submitted for approval. Based on the various notes and discussions we have managed to change the workflow attributes and also change the PO is getting created. But the PO stays in incomplete status and does not get submitted for approval based on the approval hierarchy. Manual submission of the approval works fine. But we want that once the PO is created it should go into the approval process.
