insert into PO_RULE_EXPENSE_ACCOUNTS from PL/SQL

Hi,

Is there an API or interface table for inserting records into PO_RULE_EXPENSE_ACCOUNTS?  If not, if I insert rows into PO_RULE_EXPENSE_ACCOUNTS will I need to insert rows into any other tables?
