PO should be Cancelled

HI

We have few PO's which have been rejected by manager and the accountant have to cancel them but the accountant has removed the lines and saved it and later trying to cancel it through

"Control center" on tab where it would give the option to be cancelled but it is not available now. It only has option "On Hold.

Is there any way to cancel it from application or it should only be deleted through a script.
