Unable to create manual PR/manual PO for an OSP item (OSP Setup is 'Manual') - Error "No entries fou

Hi,

I am trying to create a manual PR/manual PO for item setup as an OSP item. But it is not recognized in PR/PO  form having error "No entries found for List of Values". What are my missing steps here? And what is the cause?
