Patch Wizard ORA-01407: cannot update

I was trying to test the water on the Patch Wizard Utility on EBS.

When i tried to set the staging directory i get the following error.

 

An error has
occurred!

ORA-01407: cannot update
("APPLSYS"."AD_PM_PREFERENCES"."OPTION_VALUE") to NULL

I'm thinking this is also contributing to all my requests for "Recommend/Analyze Patches" kept erroring out after a few second. Has anyone ever runinto this issue?
