EM13c supporting RDA

While reviewing the EM13c1 EM Cloud Control Introduction manual, https://docs.oracle.com/cd/E63000_01/EMCON/toc.htm I noticed that in Section 2.4.1.6 it states that the RDA, Remote Diagnostic Agent, is now being deployed by EM  to hosts with the EM Agent and EM can keep the RDA updated. I found an Oracle delivered job which appears to do the updating when necessary.

Does the EM Console (or emcli) provide a way to run a RDA collection? Section 2.4.1.6 implies that it does but I can find no other references to the RDA in the documentation. Didn't see anything in the EM13c2 documentation either, which is what I am running.
