Cannot export data from eBus 11.5.10.2 to Excel 2013

Hello,

We are on eBus 11.5.10.2 and recently upgraded from Excel 2007 to 2013.  We use Internet Explorer 11 as our browser.  Our eBus profile Export MIME type = application/x-excel.

After upgrading to Excel 2013, the export doesn't work like it did with 2007.  After selecting File > Export in eBus, there is an IE pop-up window with Open, Save, Save As.  When we select Open, nothing happens.  There is no error message and Excel does not launch.  Users are left with a blank html page with this address "http://ebusiness.gdls.com:8390/pls/CFG/fndgfm/fnd_gfm.get/295391554354220185061324830901/10603220/fnd_gfm.xls" and nothing happens!

Has anyone experienced this issue?  I opened an SR on MOS and they suggested it is a desktop issue (Excel and IE not configured correctly), but our desktop team tried all different configuration changes, to no avail, and says it is an Oracle issue.
