What might be probable reasons for Items sometimes, not going to Backorder for Transfer Orders?

Hi,

We use ST-OT Transfer Orders. While many transactions happen and go through properly, some issues have been reported by users wherein the item quantity sometimes does not split for back order. Available quantity is less than the ordered quantity and other setups are fine. In such cases there is only 1 line in the Sales Order generated.

Please let me know the probable reasons this might happen?
