siebel patchset - should I keep applying patches say every 6 months or only when I have an issue - I

Hi,

I am trying to find out what the correct procedure is for applying new patch sets as they are released

We have IP15.8 and I am being informed that we don't need to apply any new patch sets unless we have an issue and the patch set fixes it

Is this best practise ?
