Do we need OAB licence to utilize Grade Step Progression functionality?

Hello,

Can some one clarify if OAB license is required or not to utilize Grade Step Progression(GSP) functionality under Oracle HRMS? It seems GSP setup data is stored in OAB tables on the backend, but if a client is really not utilizing any of the OAB functionality for health and benefit plans, is there a need for the client to purchase OAB license ?
