Forecasted Work Orders Table

Hi. I'm trying to get the count of all unique forecasted and implemented work per User. I'm looking at the EAM_FORECASTED_WORK_ORDERS table. How and when is this being populated? I'm seeing forecasted work orders in multiple rows with different created_by, action_type, creation_date. We're supposed to have a group of Set Names per user and it's confusing why some users appear on forecasted work that are not part of their list. Like a User for Airconditioning activities is showing on some forecasted work that is for pump mechanical servicing which is entirely different from his scope.
