OPatch prereq unable to create Patch Object

I'm trying to install the latest security CU 24433791

Oracle 11gR2

HP-UX ITanium

file installed - /home/orale/downloads/24433791

command and results:

I've looked at the permissions of the folders and although I do notice that the /etc... directory structure is missing from the location mentioned in the error, this is the way the files were unzipped.  I also reviewed note:788181.1 and received the same error.  Anyone have a solution that may work for me?
