Did 9.2 ePro stop using User Preferences to allow Desktop Receiving?9.2

In 9.2 we are getting error messages: No Receiving for this Requsition (18036,647).  No receiving because the requisition has either been fully received, or all the lines in the PO are marked as "Do Not Receive" or you are not the requester or user who created the requisition.  If reading the message literally, it appears that only 2 people can now receive on any given ePro req.  Is that true?  And if so is it known when it came about?  We are up to PUM 19.
