Charge Inventory based transactions to Projects.

Hi, we have Project accounting installed and it works well with PO. I would like to also use it for Inventory in the form of Move Order issues to Projects and also Sub-inventory expense to projects. The documentation talks about needing Project Manufacturing for this functionality - is this part of Project accounting or a separate module? Is it fully needed to implement these two inventory transactions. We are on 12.1.3
