Does inactivating a customer site update the related contacts to inactive as well?

In the past, we could inactivate a customer site and related contacts would be reflected as inactive automatically.. it seems like currently the site goes to inactive but the related contacts within the site stay active... is there a profile or setting we have missed that controls this since patching or upgrades?
