RAC database service not hosted by preferred instance

Hello,

I have a 2 node RAC database running on 11.2.0.4 on RHEL 6.

Database name - SOLRPRG

Instances - SOLRPRG1 and SOLRPRG2

I also have 2 services for the database named SOLRPRG1 and SOLRPRG2.

Preferred instance for SOLRPRG1 is SOLRPRG1 and available instance is SOLRPRG2. (vice versa for service SOLRPRG2)

When node 1 gets rebooted, service SOLRPRG1 is relocated to instance SOLRPRG2 and the service status looks like this,

Service SOLRPRG1 running on instance(s) SOLRPRG2

Service SOLRPRG2 running on instance(s) SOLRPRG2

When node 2 is brought up, can we expect the service to relocate back to the preferred instance?

Moreover, when both nodes get rebooted, it still looks like this,
