Enterprise Manager Database Express doesn't work. connection was reset problem

Hello. I use ORACLE Rac cluster database 12c. I have 2 insance database primary. 2 instance standby database. I try to connect Enterprise Manager Database Express via https//ipadress:5500/em . I can connect primary instances' Database Express panel but I can't reach standby instances' Database Express. The error is "Can't reach the page. connection was reset problem" . What should i do to fix it? I stopped and started standby instances with "srvctl stop instance -i orcl1" and then started.
