can not find OADeveloperMode and OADiagnostic in jdeveloper

I am working on the OAF trainning by Jdeveloper10(patch is p19170592_R12_GENERIC), but I can not find OADeveloperMode and OADiagnostic when I set project properties. Please refer below:

so please help me how to solve this problem, thanks in advance!
