Performance issues, CPU?

Bonjour,

   I am struggling with a database that has, at time, severe performance issues.

To be quite honest, I do not know where to start, understanding AWR and ADDM is not an easy task.

I do have a question though.  Database is Oracle 11.0.2.3 and running with only 1 CPU and 8G RAM.  I'm having lots of wait time here and there.  I have more than a thousand connexions each hours with user doing read and commits.  Is it possible to run out of CPU even thout the later doesn't top at 100%?  I mean, would I benefit of having multiple CPU and threads and would it alleviate the numerous waits time?  Is there a way to see the numbers that would demonstrate such theory?
