Unable to update quantity on consolidation TO Asset page

Previously, we were able to change the quantity when consolidating assets.  Prior to our upgrade, the quantity was a field that, with appropriate access in the Setup Financials, you could type in the number for the quantity.  It is no longer a field.  This will cause issues when it comes to paying the PO.  Please advise.
