Forecast Demands are being pegged to planned orders 2 weeks early

We are seeing an issue where planned orders are being created with dates at least 2 weeks early against forecast demands. We have never experienced anything like this in the past and have changed no set ups.

We are running a constrained plan with Enforced Demand Due dates and Enforcing Purchasing Lead-time constraints.

Can anyone please help explaining why this could be happening.
