Can we upload SR from excel or CVS in Teleservice

1. Can we upload SR from excel or CVS in Teleservice?

2. If we make mobile app/portal to create/enter SRs form anywhere, so how can it connect directly to oracle Teleservice?

Any suggestion on this? I will appreciate your help.
