Parts list missing in Work Order Online backflush completions

We created a work order and then attached the parts list.  When using P31113 to issue parts, the parts list appears and is properly filled in.

With P31114 - Completions and using the same P31113 version as above, the parts list is empty, and just one empty line appears.

With P31225 - Production Scheduling using a different P31114 version and the same P31113 version as above, exactly the same occurs as the completions with the parts list being blank.

Any suggestions as to why the parts list blank when using the P31225 or P31114 but not when using the P31113 as an independent application?
