Translating the first period rules

Jan 2017 is the first period I will have activity for my new Canadian ledger.  My calendar has Dec 2016 defined . Can I translate Jan 2017. I have read mixed material.  1) Translation can't be run for the first period. 2) can only be run for the first period that contains transactional  data (the first opened period), if the period immediately prior to that period  has been defined in General Ledger.  So can I run translation in Jan 2017 or do I have to wait until Feb 2017?
