what is the significance of Resource Transaction form

Hi,

I got two questions, please bear with me if it sound silly.

1) In Batch Detail  go to steps->Activities->Resource-> Resource Transaction what is the significance  Resource Transaction form since we can see all the details in the previous form (Step Resource).

2) In Resource Transaction form Usage column is being populated even the status and step status is on pending state.
