Issue for Transfer of Employee Between Organizations

Organization A

Employee A,B,C belong to Organization A

Organization B

Employee D, E,F belong to Organization B

Now I want to Transfer Employee A from Organization A to Organiztion B.

NOTE: I want Organization A to be able to transfer only HIS EMPLOYEES. I don't want Organization A to have access to Organization B employees

How can we solve this issue?

According to my set up, Organization A cant do the transfer since there is a security profile for Organization A attached to it, thus I cant transfer it Organization B.
