Repeat columns in RTF or Excel template

Hello.

BIP 11.1.1.7.150120.

Could you please explain, is it possible to create the report from the attachment without pivot table functionality - just using the grouping? The main question how to create template in RTF or Excel that will group columns and repeat them not from up to down, but from left to right. Criteria in first column are hardcoded and data source does not contain them at all.
