R085524 is not updating DBA Instructions

Hello all - - - we are done with open enrollment via ESS and we are trying to run the update to live tables.  The personal information update is running beautifully but the benefits update is not.  Enrollments are being updated in F08330 and dependents/beneficiaries are updating in F08336.  DBA's are ending correctly in DBA Instructions but the NEW DBA's are NOT being setup.  Has anyone else encountered this issue?  It is not just ONE plan, but ALL of our plans.  Medical, Vision, Dental, Flex - you name it nothing is updating.
