PO Setup question

How to set up PO to allow all users viewing contracts and several users managing contracts

My customer would like the following behavior for purchasing contracts:
- Allow all users to access contract in view only mode
- Ensure a group of person being able to modify and control the different purchasing contracts existing for a given department.
To do so
- Document type "Contracts" and "Purchasing agreements" has been set up with a security level "Public" and an access level "View only"
- A generic employee DPT**, defined as buyer and  with a position DPT** which is top of the department hierarchy is assigned to all the users defined as buyers managing contracts for the department.
