WHT Deduction is at Payment Time

Which Exchange Rate for calculating base Amount, should be used for WHT Invoice Distribution Line and WHT Payment Clearing Accounting?

Invoice Exchange Rate or Payment Exchange Rate (Keep AP Setup in mind)
