Is there a way to "lock" an ICP so that users cannot submit data for that ICP besides using NoInput

As entities are shutdown/divested, we want to prevent users from picking them as intercompany partners when they submit data.  We know how to lock down the entity itself but was wondering if there is a way to lock down the associated ICP member.  We are looking for an alternative to using NoInput logic.
