Decimals in work orders

We use process items in manufacturing whereby we have Co/By Completion. Users feedback that they periodically encounter situation where JDE is changing the qty to reflect decimals in work order completed field for Co-Product. For our BoM setup, 100% is setup for the Co-Product. I cannot understand why JDE would change the completed qty to have decimals , eg. XXXX.99999 in work order completion stage, users say they enter as a whole number (example they enter as "500.0000" but JDE changes it to become "499.9999".

Does anyone encounter such occurrence?
